Montenegro opened negotiations on Chapter 27 – Environment and Climate change on Intergovernmental conference in Brussels on 10th December 2018.
In order to temporarily close this most requiring and most expensive of all negotiating chapters, Montenegro has to meet measures related to air quality, water management, EU emissions trading system and other measures.
The measure related to air quality that Montenegro has to meet in order to close temporarily Chapter 27 prescribes, among others, full harmonisation with amended Directive on of National Emissions of Certain Atmospheric Pollutants (NEC Directive 2016/2284/EU) and submission of analysis of feasible strategies for emission control until 2020 and 2030, which will serve as basis for achieving permanent agreement between the EU and Montenegro on reduction of emissions in accordance with NEC Directive.
Montenegro has to decide which waste management system to apply and to allocate appropriate funds for infrastructure investments and to achieve significant progress in the harmonization of regulation in water management, which includes potable water and the policy for marine environmental protection. This measure prescribes the adoption of plans for management of river basins.
In the field of nature protection, Montenegro has to submit the list of proposed ecologically significant areas which should be included in Natura 2000 network and prove that it has capacities to manage Natura 2000, and in the scope of that, Ulcinj saline should be allocated appropriate status of the protected area.
When it comes to climate change, Montenegro has to continue harmonization with the EU legislation, which particularly means adoption of laws on functioning the EU emission trading system (EU ETS), in accordance with ETS Directive 2003/87/EC and its amendments. Montenegro also has to harmonize regulations on monitoring and reporting, accreditation and verification, the EU Registrar, allocation and emission units and auctions, as well as to set up an appropriate framework for full implementation of EU ETS in relation to monitoring, reporting and verification of gas emissions with the greenhouse effect.
